Benchmark of CARIFORUM Incentive Regimes
The Caribbean Association of Investment Promotion Agencies (CAIPA) commissioned ICA to benchmark incentive regimes among its CARIFORUM member states with those of its major competitor countries. ICA assessed the trends in incentivized investments and developed a structured approach to review incentive policies across the Caribbean. ICA also developed a survey among 15 CARIFORUM members states and provided principles to implement monitoring and evaluating methods of incentive policies. In addition, ICA provided best and worst practice incentive policies and frameworks for the priority sectors of the CARIFORUM members states including tourism, BPO and agriculture. The final report and recommendations were presented to all senior executives of all CAIPA member states at a meeting in Barbados.
